The Kalaignar Magalir Urimai Thogai Thittam, also known as the Kalaignar Women’s Empowerment Assistance Scheme, is a monthly cash dole scheme for women heads of households (WHHs) in Tamil Nadu, India. The scheme was launched in 2023 by the Chief Minister of Tamil Nadu, M.K. Stalin, in honor of his father, the former Chief Minister M. Karunanidhi.
Eligibility Criteria of Kalaignar Magalir Urimai Thogai Thittam
The scheme provides a monthly cash allowance of Rs.1,000 who meet the following eligibility criteria:
• They must be Indian citizens. • They must be residents of Tamil Nadu. • They must have an annual income of less than Rs.2.5 lakh. • Only women aged 21 (born before September 15, 2002) and above are eligible to apply for the scheme. • The beneficiary’s family must not own above 5 acres of wet land or 10 acres of dry land. • The woman’s annual household electricity consumption must not exceed 3600 units.
Note: As per the government, women who wish to avail financial assistance under the scheme should apply for it at their ration shops. For one ration card, there can only be one beneficiary. In case a man’s name is mentioned as the head of the family on the ration card, his wife will be considered as the head of the family for the scheme.
How To Apply For Kalaignar Magalir Urimai Thogai Scheme?
• Applications can be submitted to the registration camp set up within the jurisdiction of the respective PDS outlet. Unmarried, widow and transgender heading the families would be considered women heads.
• The scheme is being implemented by the Department of Social Welfare, Government of Tamil Nadu. The beneficiaries of the scheme are selected through a survey conducted by the department. The survey collects information on the household income, assets, and other details of the WHHs.
• The monthly cash allowance is credited directly to the bank accounts of the beneficiaries. The first installment of the allowance was released in September 2023. The scheme is expected to benefit around 1.5 crore WHHs in Tamil Nadu.
• The Kalaignar Magalir Urimai Thogai Thittam is a major initiative by the Government of Tamil Nadu to empower women and improve their economic condition.
• The scheme is expected to provide much-needed financial assistance to WHHs and help them to meet their basic needs. The scheme is also expected to have a positive impact on the overall development of the women and their families.

In the case of unmarried, single women, widows and transgender persons, they will also be considered as women heads of families for the purpose of the scheme. If there is more than one woman above the age of 21 in a family, only one of them can apply to be a beneficiary.
Who are ineligible for Kalaignar Magalir Urimai Thogai Scheme? Women with an annual family income exceeding ₹2.5 lakh and who are income tax assessees; those with more than ₹2.5 lakh annual income and paying professional tax; employees of Central and State governments, public sector undertakings, banks, boards, local bodies and cooperative societies and their pensioners are ineligible for the scheme.
